Klaster 3 – Civilná bezpečnosť pre spoločnosť sa zameriava na riešenie trvalých bezpečnostných hrozieb, vrátane kybernetickej kriminality, ako aj prírodných či ľudsky spôsobených katastrof. Na podporu tohto cieľa Európska komisia v rámci programu Horizont Európa financuje výskumné a inovačné projekty v oblastiach krízového riadenia, prevencie a boja proti trestnej činnosti a terorizmu, ochrany vonkajších a hraničných oblastí, kybernetickej bezpečnosti a ochrany súkromia a dôvery.
